Folketingets Miljøudvalg har i brev af 03-12-2014 stillet følgende spørgsmål nr.
126 (alm. del), som hermed besvares. Spørgsmålet er stillet efter ønske fra Lisbeth
Bech Poulsen (SF).

Hvad kan ministeren tilsvarende oplyse om udviklingen i overvågningen i
Tyskland og Sverige?
Svar
Spørgsmålet har været forelagt Naturstyrelsen, som har rettet henvendelse til de
svenske og tyske miljømyndigheder og bedt dem besvare spørgsmålet.
Naturstyrelsen har oplyst mig, at de pågældende lande har fremsendt følgende
besvarelser, som jeg henholder mig til.
Tyskland oplyser, at der på baggrund af offentligt tilgængelige oplysninger baseret
på de tyske bidrag i HELCOM-kontekst og leveret af tyske HELCOM-kontakter,
kan gives følgende generelle beskrivelse:
“Over the past 20 years, marine monitoring in Germany followed the increasing
and changing EU and international requirements. Since 2000, the Water
Framework Directive became an important driver for monitoring in the coastal
waters up to 12 nm. The commitments made on marine and pressure-related
monitoring under OSPAR and HELCOM determined the monitoring efforts in the
open sea.
In the context of the implementation of Art. 11 of the EU Marine Strategy
Framework Directive, Germany has started to review its monitoring with a view to
ensuring the necessary data basis for indicator-based assessments. While existing
monitoring provides the basis and a substantial contribution for MSFD indicators,
some gaps and needs for optimizing monitoring have been identified and are being
addressed in the ongoing work. This work is closely linked with the revision of the
EU Commission Decision of 1 September 2010 on criteria and methodological
standards on Good Environmental Status (2010/477/EU) which may result in
further guidance on parameters and elements that require monitoring. It also links
with the regional work on indicators in HELCOM and OSPAR and the continued
coordination efforts in both regions on monitoring. Coordination is also sought
with Denmark as immediate neighbour.
