Dear Mr. Jensen,
Ahead of the 40th anniversary of the Helsinki Final Act in 2015, the OSCE Parliamentary
Assembly is organizing a series of seminars that will lead to a final Colloquium. This Helsinki +40
Project provides a crucial opportunity to reflect on what the OSCE has accomplished as an
organization and identify where reform is urgently needed, especially in light of current events, for it
to stay relevant and effective. Additional information on the Project can be found on the OSCE PA’s

On the margins of the OSCE PA Bureau meeting, taking place on 27 April 2015 in
Copenhagen, a supplementary Helsinki +40 Seminar will be organized from 16:15 to 19:15. We
would like to warmly thank you for supporting this project.
The seminar will feature a keynote presentation by Amb. John Bernhard, Special Advisor of
the OSCE Chairperson-in-Office on the Legal Framework. We hope that you as well as the other
members of the Danish delegation will be able to attend.
The seminar will focus on the implications which the Organization’s lack of legal personality
has for the OSCE, in particular in Ukraine. The working language of the event will be English. A draft
programme is attached.
