European  Commission  Representation  in  Finland  organises  a  Conference:  
15  YEARS  OF  AREA  OF  FREEDOM,  SECURITY  AND  JUSTICE  
EU  STRATEGY  FOR  THE  NEXT  DECADE  
 
The  European  Council  held  a  special  meeting  in  Tampere  in  October  1999  on  the  creation  
of   an   area   of   freedom,   security   and   justice   in   the   European   Union.   Much   has   been  
achieved  based  on  the  Tampere  and  subsequent  Hague  and  Stockholm  Programmes.    
The   next   European   Commission   will   take   the   work   further,   using   a   number   of   strategic  
documents  by  various  EU  Institutions  as  the  starting  point.  As  the  new  College  is  taking  up  
its   work,   the   Commission   invites   Member   States   and   stakeholders   to   contribute   to   the  
discussions  at  a  conference  in  Tampere.

Seminar  1:    
A  Europe  that  attracts  and  protects  –  migration  and  asylum  policies  
 
Europe   needs   a   well-­‐managed   migration   policy   that   contributes   to   economic   growth   and  
ways  to  address  specific  skills  shortages  as  well  as  demographic  challenges.  In  parallel,  such  
policy  prevents  and  reduces  irregular  migration.  The  EU  needs  to  protect  those  in  real  need  
through  an  effective  common  asylum  policy.  Fostering  cooperation  with  countries,  especially  
countries  of  origin  and  transit,  is  fundamental.    
 
The  seminar  will  focus  on  the  enhancement  of  cooperation  in  migration  and  asylum  issues  
with   countries   of   origin   and   transit.   Another   question   is   how   to   better   embed   return   and  
readmission  issues  in  a  wide-­‐ranging,  coherent  cooperation  with  third  countries.    
 
Seminar  2:    
A  genuine  European  Area  of  Justice  
 
Mutual   trust   is   the   bedrock   upon   which   EU   justice   policy   should   be   built   and   needs   to   be  
further  strengthened  to  ensure  that  citizens,  legal  practitioners  and  judges  fully  trust  judicial  
decisions   irrespective   of   the   Member   State   where   they   have   been   taken.   EU   justice   policy  
should  also  continue  to  support  economic  recovery,  growth  and  tackling  unemployment.    
 
Seminar  3:    
A  Europe  that  protects  and  prospers  –  EU  internal  security  and  border    
 
 
management  policies    
 
The   seminar   will   debate   elements   of   the   EU's   next   internal   security   strategy   and   border  
management   policies.   The   challenges   posed   by   migration   pressure,   serious   crime,  
cybercrime,  radicalisation  and  terrorism  need  to  be  addressed  while  safeguarding  the  rights  
of   European   citizens.   Research,   technology   and   innovation   initiatives   are   needed   to  
strengthen   the   EU´s   capabilities   to   address   security   challenges.   Points   of   interest   are   the  
evolution   of   the   strategy   and   the   key  actions   at   EU   level.   In   addition,   synergies   between   JHA  
and  CFSP  in  EU's  internal  security  will  be  discussed.
