Dear colleague,
In Denmark there is an ongoing debate about the conditions of employment in
road haulage companies. Lately the Danish media have focused on the so-called
“letter box companies”. A “letter box company” is subsidiary in another EU-
country which is used by the parent company for registration of trucks, but
which exists only as a letter box and does not fulfill the requirements of Article
5 in EU Regulation 1071/2009.
Recently the Danish media have written about the Danish company Contrans
which is being accused of having a letter box company in Romania.
It is claimed that some of the companies established in Romania by Danish
parent companies do not fulfill the requirement in Article 5 in EU Regulation.
We kindly ask you to inform us whether your ministry has observed any com-
panies owned by Danish parent companies which have infringed Article 5 of the
EU regulation.
I am pleased that the EU regulations make it possible for companies from all
EU countries legally to perform transport activities in other EU countries.
However, I find it concerning if companies might be exploiting the possibility
to place businesses in other EU countries and thereby running their business
on different terms than the EU regulation determines.
