Svar på spørgsmål 92 (Alm. del):I brev af 23. januar 2014 har udvalget efter ønske fra Merete Riisager(LA) stillet mig følgende spørgsmål:Spørgsmål 92:”Kan ministeren oplyse, hvorfor "The Impact of Length of the SchoolYear on Student Performance and Earnings: Evidence from the GermanShort School Years" er på ministerens liste over referencer, der er tilgåetudvalget som alm. del bilag 115 (2012-13) i forbindelse med samråds-spørgsmål J, hvori ministeren bedes "oplyse om evidens mellem antalletaf aktivitetstimer og øget faglighed i folkeskolen", når det af denne frem-går, at "I do not find negative effects of shorter schooling on earningsand employment. This is also consistent with the literature on learningoutcomes, which also did not show any consistent and permanent nega-tive effects of the reduced instruction time. Taken together, the resultssuggest that the effects of the short school years were mostly short lived,students quickly caught up, and there were no long term effects on hu-man capital accumulation. I have argued that these results are real, andcannot be easily explained by measurement problems"?”Svar:Overskriften på bilag 115 er ”Oversigt over referencer nævnt i børne- ogundervisningsministerens samrådstale den 22. januar 2013”.Artiklen er med i oversigten over referencer, fordi jeg i samrådsaftalenhenviser jeg til den.I spørgsmålet er nævnt syv linjer fra artiklens konklusion. Spørgerenkunne også have valgt at tage de forudgående syv linjer med, hvor føl-gende om betydningen af et kortere skoleår fremgår: ”I find some directimpacts on learning, as evidenced by increased grade repetition and lo-wer track choice. This suggests strongly that students were affected bythe shorter instructional time, a result which is also borne out by the

2existing literature in education, which tested students at the time of thereform. These results are inconsistent with the idea that compensatorymechanisms during the short school years completely offset the effect ofshorter schooling”.
