14:30- 16:15 ROLE OF PARLIAM ENTS IN DEVELOPMENT COOPERATION SINCE

BUSAN: WHAT HAS CHANGED?

The outcome document agreed in Busan envisages development cooperation that is more inclusiveand country-focused. Some indicators developed since Busan, and particularly indicators 6 (aid onbudget), 7 (mutual accountability) and 10 (untying aid) speak directly to the important role ofparliament in effective development cooperation. This session will take stock of the progress maderegarding the involvement of parliaments in development cooperation and recommend actions forfurther improvement.

16:30-18:15 CONTRIBUTION OF PARLIAM ENTS TO DOMESTIC RESOURCE

MOBILIZATION

This session will discuss ways in which parliaments can support the mobilization of domesticresources as one key prong of the "beyond-aid" Busan agenda. Special attention will be paid to thecapacities of parliament to be actively involved in fiscal policy and on using ODA catalytically to helpbuild such capacities. The discussion will also focus on the issue of taxation of extractive industriesand multinational corporations in both host countries and countries of origin. The aim will be to identifythe bottlenecks to greater parliamentary scrutiny and recommend concrete actions for an effectivecontribution of parliaments to domestic resource mobilization.

Conclusion of the meeting and formulation of a parliamentary message to be delivered to the High-level Meeting.
