PARLIAMENTARY FORUM DURING THE FIRST HIGH-LEVELMEETING OF THE GLOBAL PARTNERSHIP FOR EFFECTIVEDEVELOPMENT COOPERATIONMexico will host the First High-level Meeting of the Global Partnership for Effective DevelopmentCooperation on 15 and 16 April 2014. Ministers and high-level officials from all over the world areexpected to attend this event. The High-level Meeting will also bring together participants frominternational organizations, civil society, foundations and the private sector.The parliamentary community, through the IPU and its partners, has contributed to the developmenteffectiveness debate for quite some time. Part of this contribution was reflected in the Paris Declaration(2005), the Accra Agenda for Action (2008) and the Busan Declaration (2011). Several resolutions,declarations, case studies, reports and other documents have also been prepared to provide additionaliinput from the parliamentary community.The IPU and that National Assembly of Korea, in cooperation with AWEPA, organized a parliamentaryforum on the occasion of the Fourth High-level Forum on Aid Effectiveness (HLF 4) in Busan inNovember 2011. The report from this forum, which was presented to the HLF 4 plenary, sent a strongmessage about the role and responsibilities of parliaments in development cooperation. Subsequently,the IPU was invited to represent parliaments on the Steering Committee of the Global Partnership forEffective Development Cooperation.There is an urgent need to continue to strengthen the input of parliaments to development cooperationprocesses that are taking place at the global level. It is therefore proposed that the IPU and theParliament of Mexico host a parliamentary meeting during the First High-level Meeting of the GlobalPartnership. It is expected that IPU’s close partner in the area of development cooperation, AWEPA,contributes to the organization of the meeting.Objective:The parliamentary meeting will serve to:Review how the Global Partnership has done in meeting its commitments on effectivedevelopment cooperation, particularly those concerning parliaments (indicators 6 and 7);Send a strong message about the need to strengthen parliaments so that they can contribute todevelopment effectiveness processes as key partners at the country level;Articulate a parliamentary perspective on the key themes of the HLM, including domesticresource mobilization;Encourage follow-up by parliaments and their inclusion in aid structures at country level.Date:14 April 2014Draft Agenda:The agenda will be developed jointly by the IPU and the Parliament of Mexico. Theagenda will determine the length of the meeting.Outcome:The IPU will propose to the Global Partnership Steering Committee that a report from theparliamentary meeting be presented to the High-level Meeting on the first day.Participation:The parliamentary meeting is intended for all members of parliament and parliamentarystaff who will attend the Global Partnership High-level Meeting as part of their country delegations.Languages:The languages of the parliamentary meeting will be English, French and Spanish.
