High-Level Meeting of the Global Partnership for

Effective Development Cooperation

Geneva, 28 February 2014Dear Madam Speaker,Dear Mr. Speaker,The First High-Level Meeting of the Global Partnership for Effective DevelopmentCooperation (GPEDC) will take place in Mexico City on 15-16 April 2014 at the CentroBanamex. Ministers and high-level officials, including parliamentarians, from all over theworld are expected to attend this event. Given the multi-stakeholder nature of the GPEDC,the High-Level Meeting will also bring together participants from internationalorganizations, civil society, foundations and the private sector.The Meeting will review progress regarding implementation of the commitments made inBusan (2011) and examine how effective development co-operation can be advanced inthe context of the post-2015 development agenda. Its ultimate aim is to further propelchange at the country level and with the active engagement of all stakeholders. The mainsessions of the meeting will focus on taxation and domestic resource mobilization fordevelopment, South-South and triangular cooperation, development cooperation withmiddle-income countries, and the role of business as a partner in development.Invitations to the meeting are being sent to the Government of your country in closecoordination with the host country. They will include a clear reference to the need toensure the participation of at least one Member of Parliament in each delegation. Tofacilitate the participation of low income countries, limited funding is also being provided.We would very much like to encourage you to approach the head of the executive or oneof the relevant ministers with a view to including parliamentarians in your nationaldelegation to the High-Level Meeting.Parliaments have a crucial role to play in improving the effectiveness of developmentcooperation, particularly in improving a country’s ability to assume full ownership ofnational development policies and programmes and in exercising oversight of developmentexpenditure. In order to further highlight these important roles and review progress on thecommitments already made, the IPU, the Congress of Mexico and AWEPA will alsoorganize a Parliamentary Forum at the High-Level Meeting. A report from this meeting willbe made at the opening of the main event.The Parliamentary Forum will take place in the afternoon of 14 April 2014 at the PatioCentral, former seat of the Senate, located in Xicotencatl No. 9 Col, Centro Histórico,México, D.F, and will be open to all members of parliament already accredited for theHigh-Level Meeting. We are pleased to attach to this letter a concept note and draftagenda for the event. Updated information about the Parliamentary Forum will be posted
on the IPU web site (www.ipu.org). The programme of the High-Level Meeting will befinalized toward the end of this month and can be found online athttp://effectivecooperation.org/hlm2014/.We very much hope that you will take steps to ensure that members of your Parliament areincluded in your national delegation to the First High-Level Meeting of the GlobalPartnership and that they will wish to join us at the Parliamentary Forum on 14 April.Yours sincerely,
