Background

In July 2011, after decades of conflict, South Sudan became the world's newest state. Negotiationsto end the war began already in May 2002 and culminated with the signing of the ComprehensivePeace Agreement (CPA) on 9 January 2005. Following independence, there was a disturbingupsurge in domestic internal violence as armed groups re-emerged to challenge the Sudan People'sLiberation Army (SPLA) dominance. Additionally, the CPA was inconclusive, and serious issuesstill need to be discussed and solved with Khartoum. The most acute issues include the future ofthe contested sub-region of Abiey and other disputed border locations, oil management, citizenshipissues and allegations of proxy force manipulation. Overall, the tasks confronting the new state areprofound: rationalizing the institutions of governance, forming agreements regarding state-societyrelationships in the fractious aftermath of decades of war.This open seminar focuses on the political economy of peace and conflict in South Sudan. SouthSudan can be regarded, we claim, as a laboratory and fertile ground for liberal interventionism,state-building and peace-keeping that merits further academic scrutiny. The seminar explores thecontinuities and discontinuities that characterize a (post-) conflict environment. Certain aspects ofpre-war configurations persist throughout armed conflict, others changed drastically. Furthermoreit explores the rationalities of governing (in) security, violence and everyday forms of practice andlocal agency in South Sudan.
