1. FormålUdvalgsrejsen havde til formål at give deltagerne et indblik i den politiske ogøkonomiske udvikling i landet og mulighed for at indgå i dialog med burmesi-ske parlamentarikere og etniske grupperinger om udviklingen i landet og vejenmod demokrati. Myanmar har det seneste år undergået en stor udvikling pådet politiske plan, hvilket udvalget med sit besøg ville støtte op om. Endviderehar Danmark netop fordoblet sin bistand til Myanmar, og et nyt bistandssam-arbejde er under udarbejdelse. Formålet med udvalgsrejsen var derfor også atstudere den nuværende bistandsindsats for på den baggrund at kunne bidra-ge konstruktivt i den strategiske diskussion af et kommende bistandssamar-bejde med Myanmar.Udenrigsudvalget ønskede en nuanceret indsigt i landets politiske forhold,og udvalget besøgte derfor flere destinationer i landet, herunder den tidligerehovedstad Yangon, den nye hovedstad Naypyitaw samt Shan State. Sidst-nævnte med fokus på det etniske mindretal og danske bistandsprojekter iregionen.

2. Væsentligste punkter fra besøgetMyanmar afholdt sit første parlamentsvalg i 20 år i november 2010 efter man-ge års militærdiktatur. I henhold til forfatningen fra 2008 var militæret på for-hånd sikret 25 pct. af pladserne. Aung San Suu Kyi var på det tidspunkt fortsatfængslet, og hendes parti National League for Democracy valgte at boycuttevalget, bl.a. også fordi Aung San Suu Kyi fortsat sad fængslet på det tids-punkt. Det nuværende regeringsparti, Union Solidarity and Development Party(USDP), vandt valget med over 80 pct. af stemmerne og et suppleringsvalg for45 pladser i underhuset i april 2012, som sikrede NLD 43 pladser, har ikkeændret på denne magtbalance. USDP har fortsat absolut flertal i begge kam-re. Myanmars regering ledes af præsident Thein Sein, som selv er tidligeregeneral og premierminister under militærjuntaen, men som trods denne fortidhar formået at gennemføre forbløffende politiske reformer og siges at være itæt dialog med Aung San Suu Kyi. Siden oktober 2011 er op mod 700 politi-ske fanger blevet løsladt. På medieområdet er bl.a. forhåndscensur og for-buddet mod private dagblade afskaffet, ligesom en ny moderniseret medielover på vej. Endvidere er der vedtaget ny lovgivning om udenlandske investerin-

ger. Den politiske og administrative kapacitet i parlamentet, i regeringen ogblandt civilsamfundet er dog fortsat meget lav, og ved alle møder blev kapaci-tetsopbygning fremhævet som et vigtigt indsatsområde for det internationalesamfund.Udvalget fik under sit besøg rig lejlighed til at drøfte den demokratiske udvik-ling med parlamentarikere, civilsamfundsorganisationer, meningsdannere,etniske minoriteter mv. Alle fremhævede, at de så den positive udvikling henimod et demokratisk Myanmar som ”irreversible” - en proces, som ikke kanvendes. Endvidere er alle – selv tidligere politiske fanger – meget opsatte påat se fremad og udvikle landet, og understreger, at tiden ikke er inde til retsfor-følgelse af det tidligere militærstyre, men til at samarbejde og fortsætte denpositive udvikling. Flere understregede behovet for ændringer af forfatningeninden valget i 2015, herunder behovet for at ændre militærets repræsentation.Fra de etniske minoriteter var der et stærkt ønske om udvikling af Myanmar iretning af en federal republik. NLD har ikke gjort sig klar på spørgsmålet end-nu, og det var indtrykket fra udvalgets møder, at NLD endnu ikke har en for-muleret politik på mange væsentlige politikområder.I forhold til militærets rolle i Myanmar er indtrykket fra udvalgets møder, atmilitærets store magtmæssige betydning i samfundet, herunder det store mili-tærbudget på 20 pct. af det offentlige budget, endnu er en uafklaret problem-stilling, og det er fortsat uvist, hvordan militæret vil reagere, hvis de udsættesfor forringede vilkår – ”a sleeping giant”, som det blev udtrykt. Flere udtryktebl.a. behov for, at militæret koncentrerer sig om militæropgaver, og at virk-somhedsdrift overlades til andre. Især virksomhedsdriften har været en kilde tilstor indtjening hos højtstående militærpersonel. Bl.a. civilsamfundsorganisati-onen 88-generationen fremhæver, at det internationale samfund har en vigtigrolle i at presse på for en sådan proces.Under besøg i Shan-staten fik udvalget lejlighed til bl.a. at besøge lokale selv-hjælpsgrupper for kvinder, sundhedsprojekter og miljøprojekter. Det slåendeved disse besøg var, at nok var alle bevidste om de ændringer, der politisk ersket i landet, men alle fremhævede, at den positive politiske udvikling endnuikke er kommet dem til gavn. Samtidig er der fortsat store problemer medrespekten for rettigheden til land, og at udnyttelse af landets værdifulde res-sourcer ikke kommer den lokale landbefolkning til gode.Program for rejsen vedlagt.3. Opfølgning og sammenhæng med udvalgets tidligere arbejdeUdvalget havde den 15. januar 2013 en drøftelse med Institut for Flerparti-samarbejde ved bestyrelsesformand Henrik Bach Mortensen og seniorrådgi-ver Hanne Lund Madsen om deres projekter og samarbejde med Myanmar.Endvidere mødtes udvalget med Maersk ved Jens Munch Lund-Nielsen sam-

me dag for at blive introduceret til deres engagement i Myanmar på CSR- ogmenneskerettighedsområdet. Udvalget har efter hjemkomsten mødt to lederefra civilsamfundsgruppen 88-generationen, som var på kort visit i Danmark.88-generationen nyder stor tillid i befolkningen i Myanmar og spiller en væ-sentlig rolle i forhold til demokratiseringsprocessen.Som opfølgning på turen opfordrer udvalget til:at udviklingsministeren inviteres til en snarlig drøftelse i udvalget omdet fremtidige bistandssamarbejde med Myanmar,at udviklingsministeren og Udenrigsministeren gennem deres dialogmed Myanmar og i samarbejde med deres europæiske kollegaer fast-holder presset for løsning af de fortsatte konflikter i staterne Rakhineog Kachin,at udvalget løbende følger den politiske og økonomisk udvikling i My-anmar frem til valget i 2015, herunder evt. forfatningsændringer og enevt. løsning på de etniske konflikter, ogat udvalget bidrager aktivt i udvikling af et evt. kommende samarbejdemellem Folketinget og Myanmars parlament.
