Mr. Mogens LykketoftPresident of Parliament of DenmarkDenmarkWarsaw, 23 October, 2012Dear Mr. President,It is a great pleasure to inform you that the 14thEuropean Interparliamentary SpaceConference (EISC) took place on 22-23 October 2012 and that a resolution and a declarationwere adopted by the Members of National Parliaments from Belgium, France, Germany,Italy, Luxembourg, Poland, Romania, Spain, United Kingdom and Estonia. These are attachedwith the present letter.The Resolution covers a number of important topics and we would like to draw your specialattention to the following paragraphs, where the 14thEISC declaration strongly encourages:a successful and appropriately funded European space policy• CONSIDERS therefore the development of a European space policy and itsimplementation as a joint responsibility of the EU, ESA and Member States, which hasto take into account the contribution of this policy towards sustainable developmentby the integration of space and ground-based segments in R&D, industrial areas andspace-enabled applications;• URGES the definition of clear roles, with no duplication of responsibilities; for theimplementing bodies – the EU, ESA and other related agencies (including GSA, EEA,EUMETSAT, FRONTEX, EUSC, EMSA, EDA);a sustainable European Space Policy• INVITES the EU, ESA and the Member States to safeguard the future of spaceactivities by protecting the environment, both on Earth and in Space and encouragesall parts involved to continue working towards a fully operational European SSAprogram, building on the work performed so far;• CALLS for increase of public information available through internet and media toraise awareness of space research and applications, in particular among youngpeople;the sustainable deployment and exploitation of the European flagship programmes• ENCOURAGES ESA, the EU and Member States to continue dialogue to define stableand sound governance and industrial policy for future common space projects; which1
should clearly define responsibilities, avoid duplications and preserve a balanced andcompetitive space sector throughout Europe;• ENDORSES the Resolution of the European Parliament on the financing of GMES byallocating within the next EU Multiannual Financial Framework (MFF) the means tosecure GMES deployment and operations in the timeframe 2014‐2020;• CALLS UPON the European Commission, in close consultation with all relevantstakeholders, to study and apply in the context of the GMES security services a soundgovernance structure taking into account their specificities;a competitive European space industry• RECOGNISES the importance of a competitive space industry, taking into account thecrucial role of exports to the health of the European space sector, and thereforewelcomes the ambitious proposals of ESA at the Ministerial Council and urges the EU toencourage the development of space based telecommunications throughout Europe;We would be very grateful if you could forward those documents to the relevantcommittees/bodies in your parliament as well as to the related ministries in your country.
