It is an excellentdeal for you, since the invitations to bid of each PPPensures contractual stability for the implementation ofyour project and return on capital, not to mention thesecurity of having as a partner a State that accountsfor 33% of the Brazilian GDP.Do you want a safer investment than that? WHAT ARE THETYPES OF PPPS?There are two types of PPPs: Administrative Concessionand Sponsored Concession. In both cases, the investorimplements and operates the projects, which areremunerated by the State for a minimum period offive years and a maximum of 35 years. Check out thedifferences between the two types and find out what isbest for you:Administrative ConcessionIn this modality, the government allows the private initiative toexplore a service from which the State is a direct or indirect user,where there may be the execution of works or supply and installationof goods. The remuneration comes from the State, and there is nocollection of fees from the users.Sponsored ConcessionIt is characterized by a concession agreement for services or publicworks where there is the collection of fees from the users and alsothe remuneration of the State.

WHAT IS MIP?The Government of the State of São Paulo created a mechanismthat allows investors help expand, accelerate and improveits infrastructure, logistics and utilities: it is the Expression ofInterest from the Private Initiative (MIP).Created in October 2011 by Decree No. 57.289/2011, the MIPprovides an opportunity for the investor to submit suggestionsof projects to be included in the Public-Private PartnershipProgram. That is, by identifying a business opportunity, theinvestor should make a proposal to the State, presenting studiesand surveys that show the importance and the need for theproject they wish to implement.If the proposal is accepted by the State, but at the end of thebidding process, another investor is contracted, all expensesincurred for carrying out the studies will be reimbursed by thewinner of the process.For the Government, this is a fast, economic and transparentway to attract domestic and foreign investors for projects ofinterest to the State, highlighting the innovative ideas that theprivate sector has to offer.For you, it is an excellent opportunity to propose a project thatwill bring a great financial return and many benefits for thepopulation of São Paulo.

Period in which the investorssubmit to the State studiesor surveys of the project theyare proposing. Both individu-als and corporate entities areallowed to participate.
If the investor’s proposal is approved bythe Management Council, it becomes partof the portfolio of projects of the Public-Private Partnership Program of the State.Since it refers to an “approved preliminaryproposal,” studies are still necessary toprovide a basis for the development of theproject. Therefore, a call notice is issued forthe development of technical and modelingstudies.
After the end of the deadline forthe submission of the technical andmodeling studies, the ManagementCouncil chooses the most appropriatestudy - according to the criteria setforth in the call notice - and starts thebidding process.
The proposals from theinvestors interested in the PPPare analyzed, and the winnerundertakes to compensate theauthor of the study chosen,according to the values specifiedin the call notice.
HOW DO I SUBMITMY PROPOSAL?Describe the basic lines of your project.Explain the relevance of the proposal, highlighting what are thesocial and economic benefits of the project.Provide an estimate of the investments to be made, the revenuethat will be obtained, the operating cost and the time required forthe implementation of the project.Make a projection of the remuneration to be paid by the State.
Provide a cost and time estimate for these studies.
Identify the type of PPP in which the project fits.Include other elements that allow the assessment of thesuitability, efficiency and the public interest in the proposal,including those mentioned in Article 4 of Law No. 11688/2004.
