In accordance with Article 3(1) of the Rules of Procedure of the European Council, the President ofthe European Council, in close cooperation with the member of the European Council representingthe Member State holding the six-monthly Presidency of the Council and with the President of theCommission, shall submit an annotated draft agenda to the General Affairs Council.
Delegations will find attached the annotated draft agenda submitted by the President of theEuropean Council, setting out the main items the European Council is expected to address on 28-29 June 2012.
In the light of the final discussion to be held by the General Affairs Council within the five dayspreceding the European Council meeting, the President of the European Council shall draw up theprovisional agenda.

I.
ECONOMIC POLICY
The European Council will set orientations to boost growth and jobs in the short and medium termin the context of ongoing smart consolidation efforts. In particular, it will:
-
exchange views on the action to be taken at national level and endorse country-specificrecommendations to guide Member States in their structural reforms, employment policiesand national budgets, thus concluding the European Semester;

in light of the discussions expected at the 23 May 2012 informal meeting, agree on a "EUgrowth agenda", further building upon the range of measures agreed at previous meetings toboost growth and jobs, with a particular emphasis on youth employment
-
review progress and discuss how the Union can deepen its trade and investment relationshipswith key partners.
II.
MULTIANNUAL FINANCIAL FRAMEWORK
The European Council will have its first substantial discussion on the 2014-2020 MultiannualFinancial Framework on the basis of a Negotiating Box prepared by the Presidency, including onhow the new MFF can best contribute to the creation of growth.. It will be expected to approveprocedural conclusions to guide the process in line with the agreed timetable.
III. OTHER ITEMS
The European Council will take stock of progress in major Justice and Home Affairs files, includingSchengen governance and asylum.
In the light of events, the European Council may address specific foreign policy issues.
