Dear Heads of Delegations,The OSCE Parliamentary Assembly has received an invitation to observe the parliamentaryelections in Serbia, which are scheduled for 6 May 2012. President Petros Efthymiou hasdecided to deploy an Election Observation Mission to these elections, and he has appointedChairman of the Assembly’s 3rdCommittee, Matteo Mecacci to lead the mission. As usual, theOSCE PA will work in co-operation with the OSCE ODIHR and other internationalparliamentary institutions present during the elections.The Assembly has observed elections in Serbia in 1997, 2000, 2003, 2007 and 2008. In the lasttwo elections, the observers gave a very positive assessment of the elections in Serbia. TheOSCE ODIHR will be deploying aLimited Election Observation Mission (LEOM) with a coreteam of experts, 10 long-term observers and with no short term observers.Those interested in obtaining more information about the Election Observation Mission areasked to contact Deputy Director for Field Operations Roberto Montella ([email protected]) atthe International Secretariat’s Vienna Liaison Office.Please find attached a registration form for Members wishing to observe these elections. Wekindly ask that you return the completed form with a copy of the Members’ passport to theInternational Secretariat as soon as possible, but

no later than 5 April 2012. Please note that

due to observer registration procedures, no late registrations will be possible.

All observersare expected to arrive in Belgrade in time to attend the briefings beginning on 4-5 May and tostay until after the debriefing on the morning of 7 May.
