Dear Colleagues,On behaif of theNational Council,the Parliament of the Principality of Monaco,I have the honour of inviting you to take part in the2l~Annual Session of theParliamentary Assembly of the Organisation for Security and Co-operation in Europe(OSCE), to be held in Monaco from 5m togthJuly 2012.The OSCE has historically played a leading role in strengthening dialogue andmutual understanding during periods 0f tension and conflict that may have affectedthe member States of our intergovernmental organisation, from Vancouver toVladivostok.Today, in a world that is constantly changing and marked by the resurgence cfpolitical, democratic, economic, migratory and environmental tension, the OSCEremains an essential forum for debate and a key player on the international scene,thanks to the experience it has acquired over a long period, especially in the areas ofpreventing conflict and supporting democracy.This 2l~ Annual Session will therefore have the general theme of“The OSCE: ARegion of Change.”It will allow us, as Parliamentarians, to discuss the OSCE’sagenda, as well as problems that affect our member States.
