The world currently has five nuclear weapons free zones (NWFZs) in existence, essentially makingthe southern hemisphere free of nuclear weapons. A similar zone for the Arctic would prohibit thepossession, development, testing, manufacture or production of nuclear weapons within the zone;prohibit the use of nuclear weapons against any territory within; and establish measures to ensureeverybody is playing by treaty rules. But it would not be easy. Two of the eight Arctic states are theworld’s largest possessors of nuclear weapons (Russia and United States) and five of the eight arealso NATO members and bound by the alliance’s nuclear doctrine. That said, if the countries of theMiddle East can potentially begin dialogue on weapons of mass destruction, surely there is hope forthe circumpolar nations to do the same?This DIIS seminar discusses the challenges and opportunities associated with an Arctic free ofnuclear weapons. It focuses on the practicalities of negotiating such a zone, from the variousnational positions to lessons from other regions and from NWFZ principles to accompanyingexport controls.Speakers
