DRAFT RESOLUTIONEnlarging the Partnership with Non Member Mediterranean States to Include thePalestinian National Authority and LebanonPrincipal Sponsor: Ms. Marie Arena, Belgium1.Noting the current political upheaval in the Mediterranean region, in particular in the Arabcountries, welcoming the collapse of the dictatorships in Tunisia (January 2011) and Egypt(February 2011) thanks to peaceful and civic protest of the populations of those countriesand calling upon the importance of reinforcing the Mediterranean Partnership in a context ofrespect for the rule of law and the human rights,Expressing the urgent need, in view of this new geopolitical context, to reach an equitableand sustainable peace in the Israel-Palestine conflict,Acknowledging the privileged relation of the OSCE with six Mediterranean Partners for Co-operation, namely Algeria, Egypt, Israel, Jordan, Morocco and Tunisia,Emphasising the OSCE Parliamentary Assembly’s interest in the Mediterranean region asshown by the Parliamentary Mediterranean Conference of Madrid (2002), followed by theMediterranean Forums in Rome (2003), Rhodes (2004), Sveti Stefan (2005), Malta (2006),Portoroz (2007), Toronto (2008), Athens (2009) and Palermo (2010),Recalling the Helsinki Final Act (1975), which states the CSCE Members’ intention to“seek, by further improving their relations with the non-participating Mediterranean States,to increase mutual confidence, so as to promote security and stability in the Mediterraneanarea as a whole”, as well as to “maintain and amplify the contacts and dialogue as initiatedby the CSCE with the non-participating Mediterranean States to include all the States of theMediterranean, with the purpose of contributing to peace, reducing armed forces in theregion, strengthening security, lessening tensions in the region, and widening the scope ofco-operation, ends in which all share a common interest, as well as with the purpose ofdefining further common objectives.”,Recalling the Charter of Paris for a New Europe (1990) aiming at “promoting favourableconditions for a harmonious development and diversification of relations with the non-participating Mediterranean States”,Stressing the importance of mutual transparency and confidence as principles guiding therelations between the OSCE and its Mediterranean Partners,Recalling the previous resolutions of the Parliamentary Assembly of the OSCE on theMediterranean area,

Taking into consideration the efforts of the Palestinian National Authority to establish theinstitutional framework of a State by mid-2011 according to the plan it adopted in 2009,
10. Noting the UN assessment based on the report (April 2011) of the Office of the UN SpecialCo-ordinator for the Middle East Peace Process, according to which “the PalestinianAuthority is ready to govern a potential Palestinian State”,11. Considering the World Bank statements and its assessment of September 2010 whichindicates that “If the Palestinian Authority maintains its current performance in institutionbuilding and delivery of public services, it is well positioned for the establishment of a Stateat any point in the near future”,12. Considering the recent IMF report which concludes that “the Palestinian Authority is nowable to conduct the sound economic policies expected of a future well-functioningPalestinian state”,13. Considering the address of Mr. Barack Obama, President of the United States, at the UNGeneral Assembly in September 2010, wishing a Palestinian UN membership in 2011,14. Taking into consideration recent decisions taken by France, Spain, Ireland, Portugal and theUnited Kingdom to upgrade the status of the Palestinian diplomatic representation to a fulldiplomatic mission,The OSCE Parliamentary Assembly:15. Calls upon the OSCE to grant the Palestinian National Authority the status of MediterraneanPartner for Co-operation, following their request of November 2004;16. Calls upon the OSCE to grant the status of Mediterranean Partner for Co-operation toLebanon as well;17. Stresses the importance for the OSCE to live up to the profound democratic changes goingon in the Mediterranean region by associating both the Palestinian National Authority andLebanon as non-member partners;18. Emphasise the importance of building two independent, viable and stable states within aframework that guarantees the safety of the population of both States, i.e. the State of Israeland the State of Palestine;19. Urges the OSCE participating States and Mediterranean Partners for Co-operation to initiatea constructive dialogue on peace in the Middle East within the framework of the OSCE;20. Encourages members of parliaments of OSCE participating States and MediterraneanPartners for Co-operation to take an active part in the upcoming Mediterranean Forum of theOSCE Parliamentary Assembly to be held in Dubrovnik, Croatia, in October 2011.
