DRAFT RESOLUTIONThe Work of the Committee on the Human Dimension of the Permanent Councilof the OSCEPrincipal Sponsor: Ms. Hildegard Faessler-Osterwalder (Switzerland)

Recalling the reaffirmation through the adoption of the Astana Commemorative Statementby the OSCE participating States of their full adherence to the norms principles andcommitments of the OSCE,Underlining the indispensable requirement for a global and co-operative approach by theOSCE in security matters,Aware of the need to strengthen mutual trust between participating States, also in relation tothe human dimension,

The Parliamentary Assembly of the OSCE:4.Takes note with appreciation of the progress of work in the Committee on the HumanDimension in the Permanent Council of the OSCE;Welcomes the objective of the Lithuanian presidency of the OSCE to try to obtain specificresults by the end of 2011;Notes with satisfaction the decision of the chairman of the Committee to re-orient theCommittee on the Human Dimension towards its initial task defined in the MinisterialDecision 17/06, offering participating States a platform of dialogue for discussion onsubjects relating to the human dimension in a less formal setting and ensuring that its worktakes place in a positive and constructive climate of dialogue;Takes note with appreciation of the establishment by the presidency of the Committee of thework plan on the basis of the Astana Commemorative Declaration and the intensiveconsultations with the participating States;Notes with satisfaction the Committee's practice of hearing the views of experts on humandimension topics and of the representatives of OSCE missions on the ground during itsmeetings;Welcomes the inclusion on the Committee agenda of an item enabling participating states toreport on the efforts that they have made to implement the undertakings given within theOSCE and the recommendations of the executive structures of the OSCE;

10. Encourages the Permanent Council to further intensify its dialogue with the Committee onthe Human Dimension in order to move towards full and complete implementation of thenorms, principles and undertakings of the OSCE.1
