The meeting was opened at 2:38 p.m. with Mr Petros Efthymiou (Greece), President ofOSCE PA, in the Chair.2.

The PRESIDENT addressed the Standing Committee, reporting on his visit toCopenhagen and the International Secretariat, his presidential visit to Poland, his addressto the OSCE Review Conference, and his increased contact with Permanent CouncilCommittees. He discussed the fact that participating States would be taking decisions onsenior OSCE appointments and encouraged the OSCE to have an open and clear process.
Mr BATTELLI (Slovenia) presented the Treasurer’s Report to the Standing Committee.The President thanked the Treasurer.

Budget for 2011
The Secretary General of the OSCE, Mr Marc Perrin DE BRICHAMBAUT, briefed theStanding Committee on the proposed budget.Speakers: Ms BARNETT (Germany), Mr CORUZ (Netherlands)Mr DE BRICHAMBAUT responded.Mr VALEN (Norway), Mr BATTELLI (Slovenia)Mr DE BRICHAMBAUT responded.Mr MECACCI (Italy)Mr DE BRICHAMBAUT responded. The President thanked Mr De Brichambautfor his comprehensive briefing.
Report of the Chairperson of the Rules Sub-Committee
Ms CHRISTMAS-MØLLER reported that the Sub-Committee on the Rules of Procedurewill present proposals for rule changes at the Winter Meeting in February 2011.

Ms Tina SCHOEN, Deputy Secretary General, reported on the plans for electionobservation missions in the USA, Azerbaijan and Moldova.

Ad Hoc Committee on Transparency and Accountability in the OSCEMr Johannes KOSKINEN reported on the activities of the Committee.
Special Representatives:
Mr Chris SMITH, Special Representative on Human Trafficking Issues, reportedon his work.
The President announced that the Bureau will meet on30 November 2010inAstana,Kazakhstan,in conjunction with the OSCE Summit on 1 and 2 December 2010, and thattheWinter Meetingwill take place on24 and 25 February 2011inVienna.Speaker: Mr SULTANOV (Kazakhstan)The President also announced that the Bureau will meet inCopenhagen, DenmarkinApril 2011(exact date to be settled) and that the20thAnnual Sessionwill be held from6to 10 July 2011inBelgrade, Serbia.TheFall Meetingsin2011would be held from7 to 10 OctoberinDubrovnik, Croatia.Speaker: Mr PICULA (Croatia)
The President commended the work of the Committee on Transparency and urgedcolleagues to engage with the Foreign Affairs Committees of the Parliaments of theirrespective countries in preparation for the Astana summit.The President paid tribute to the work of Ms Tone TINGSGAARD as SpecialRepresentative on Gender Issues and announced that he had appointed HEDY FRY totake up this important position.
The PRESIDENT closed the meeting at 4.45 pm.
