ADDRESS BY THE WORLD FORUM’S ORGANIZERSOccurrence of natural cataclysms during the whole history of Earth’sgeological development was not the same as periods of relative stability wouldalternate with periods of maximum activity.In recent years, the number and energy of natural cataclysms have risensharply. Expert estimates of natural disaster dynamics by IPСС UNO, IC GCGEGEOCHANGE and other international bodies reveal the persisting tendency ofthe number and energy of the natural cataclysms caused by anthropogenicand natural factors to grow.Humanity ought to find methods and ways of consolidating efforts to jointlyconfront natural cataclysms, adopt new international regulations, establishadditional bodies to effectively manage emergency situations and developprocedures on formation of special financial foundations and justifieddistribution of financial resources in disaster-stricken areas.Efficient planning of the world’s financial system largely depends on correctassessment of the tendencies of global environmental change and possiblescale of natural cataclysms in the near future.THIS WORLD FORUM’S MISSION is to bring together leading scientists,experts, representatives of international organizations and governments,members of parliaments and other legislative bodies from different countriesto develop a plan of joint actions and the basics of an international programfor reducing risks and mitigating negative consequences of naturalcataclysms.

BackgroundDuring the last few years, scientists around the world have been witnessing alarming changes in theenvironment; these changes are of global significance for the entire planet. Global changes can now beobserved throughout all of the Earth, including its core, mantle, lithosphere, hydrosphere, atmosphere,ionosphere, and magnetosphere.Based on data analysis for earthquakes, volcanic eruptions, tsunamis and other geological and geophysicalprocesses, it demonstrates that the Earth’s geodynamical activity has been continuously increasing overthe last 100 years; the tendency has even significantly intensified during the recent decades. This isreflected in the number of fatalities and extent of economic damage caused by natural disasters. A similarsituation can be observed in the atmospheric processes, a fact that has been repeatedly indicated in theUN IPCC (Intergovernmental Panel on Climate Change) reports. When combined, global environmentalchanges caused by anthropogenic and natural factors amplify the resulting negative effect on theprogress of civilization.According one of the world’s largest insurance companies Swiss Re (Switzerland), economic damage fromnatural disasters in 2010 alone totaled $ 222 billion, which is three times the economic losses for the year2009 ($ 63 billion). According to the report by the UN Economic Commission of for Latin America and theCaribbean (ECLAC/CEPAL), 2010 natural disasters have killed 300,000 people in Latin American countries,with material damage amounting to 49.4 billion dollars.It has to be acknowledged that humankind is not prepared to enter the global natural cataclysms era, eithertechnologically, economically, legally, or psychologically. A joint effort by scientists, internationalorganizations and governments of different states under the aegis of the UN is needed in order to takeeffective measures to counter natural disasters and to minimize the casualties and damage they cause tohumanity.The International Congress will bring together representatives of all interested countries and organizations toconvene an emergency forum and collectively discuss the most topical problems with the purpose to reducecasualties and damage caused by natural disasters. The ultimate goal of the Congress is to discuss andapprove the “INTERNATIONAL EMERGENCY PROGRAM TO REDUCE RISKS AND NEGATIVE CONSEQUENCES OFNATURAL CATACLYSMS” developed jointly by the International Committee GEOCHANGE, WOSCO, GNFE and agroup of international experts aimed to prepare a set of international laws on cooperation of the worldcommunity in disaster-stricken areas, prediction of natural disasters, earthquake engineering and otherimportant issues. Following a Congress resolution, the program will be presented to the UN Secretary-Generaland sent to all countries’ leaders and legislative bodies for consideration and appropriate action.There aresome special sections of the Congress: the General Assembly of the International Committee GEOCHANGEon Global Environmental Change and the International Conference “Earthquake Forecasting -2011”. Wecan already state that the Congress is going to be attended by representatives of more than 100 countries,with prominent scientists, members of parliaments and governments of various countries, famous socialactivists and policymakers among them.

Abstracts should only be submitted via on-line.The deadline for abstract submission is May 31st, 2011.There is a limit of two contributed submissions per registered author.All abstracts must be submitted and presented in English.Abstracts should be based on any of the topic areas listed in the Sections of congressAbbreviations should be defined the first time they appear in your text. Example: HEA (HigherEducation Area), before being used as an abbreviation only. Please, do not define or useabbreviations in the title.
Please, avoid complex mathematical formulas. For the symbols ≤ or ≥, type instead <= or >=.Tables, charts or other graphics may not be included and will be deleted by the editors.Abstracts may not be longer than 3500 characters including spaces.The minimum characters for an abstract to be reviewed are 900 including spaces.Authors should indicate their presentation preference:
