Hydrogen for transport in the Scandinavian Region– Position paper February 2010
This paper gives an introduction to the Scandi-navian hydrogen for transport activities.In 2006, Scandinavian organisations joinedforces in the Scandinavian Hydrogen HighwayPartnership (SHHP) with the ambition of be-coming one among the first regions in Europewhere hydrogen is available and used in a net-work of refuelling stations. The efforts are topositively supplement German activities andhelp overall to expand the European efforts.Now three years later the region is “enroute”towards the ambition, with 7 hydrogen refuel-ling stations and 26 hydrogen vehicles in op-eration. Further 3 stations are under construc-tion and additional 7 stations are planned.In December 2009 SHHP were granted fundsfrom the European Fuel Cells & Hydrogen JointUndertaking program to commence large scaledemonstration activities in the region, in a pro-ject called H2MOVES Scandinavia.Scandinavian Hydrogen Highway Partnership |www.scandinavianhydrogen.org
The European support marks the start of majorcar brand’s vehicle testing in the region, clearlypositioning the Scandinavia as one of Europe’skey regions within development and commer-cialisation of hydrogen for transport.To continue the efforts SHHP is in the processof aligning vehicle end-users and public sup-port for future vehicle deployment. Also mar-ket planning efforts are being initiated to mir-ror and supplement similar German initiativessuch as H2 Mobility.The SHHP is constituted by three national net-working bodies – HyNor (Norway), HydrogenLink (Denmark) and Hydrogen Sweden (Swe-den), working nationally to catalyse hydrogenstations & vehicle activities. The SHHP activi-ties are based on effective cross boarder col-laboration backed with strong public & privatesupport in terms of funding, attractive financialtax exemption schemes and investments.

SCANDINAVIAN HYDROGEN HIGHWAY PARTNERSHIPSHHP - is a transnational networking platform thatcatalyses and coordinates collaboration around hy-drogen for transport development.The vision of SHHP is to make the Scandinavian Re-gion one among the first regions in Europe wherehydrogen is available and used in a network of refu-elling stations.The SHHP collaboration consists of regional clustersinvolving major and small industries, research insti-tutions and local, regional and national authorities.SHHP partnership coordinators are national net-working bodies in Norway (HyNor), Sweden (Hydro-gen Sweden) and Denmark (Hydrogen Link). SHHPalso collaborates with partners in Iceland, Finlandand Canada (BC Highway).
MARKET AMBITIONS ONWARDS 2015The ambition of SHHP is to reach a network of 15hydrogen refuelling stations and 500 vehicles and100 busses by 2015, thus enabling the market intro-duction expected to follow.Status in January 2010 is 26 hydrogen vehicles and 7stations in operation with 3 stations under construc-tion and plans for additional 7 stations.Projects are ongoing or in planning, to increase thenumber of vehicles, thus supporting the many sta-tions in operation. The European funded H2MOVESproject will bring additional 17 fuel cell vehicles tothe region in 2011. Also municipalities and regionsare in the process of being aligned towards jointprocurement of vehicles from 2011 and beyond.

HYDROGEN STATION EFFORTS

EARLY NETWORK OF HYDROGEN STATIONSFrom the start SHHP has focused on ensuring an earlynetwork of hydrogen stations within the region.The stations so far have focused on testing various hy-drogen production and supply concepts as well as sup-porting a local hydrogen vehicle fleet.With this approach several concepts for hydrogen supplyhave gone, or are going through, evaluation paving theway for further efforts on commercialising the technolo-gies suitable for the future.At present the SHHP stations consists of the followingstations and technical set-ups:2003: Malmö (SE) 35MPa onsite electrolysis production2006: Stavanger (NO) 35/70 MPa delivered hydrogen2007: Porsgrunn (NO) 35/70 MPa piped hydrogen2008: Ringköbing (DK) 25Mpa delivered hydrogen2009: Oslo (N0) 35/70 MPa delivered hydrogen2009: Drammen (NO) 35/70 MPa biogas hydrogen2009: Copenhagen (DK) 35 MPa delivered hydrogen
FUTURE ROLL-OUT OF HYDROGEN STATIONSThe next phase of the SHHP will focus on further clus-tering of hydrogen stations within the metropolitanregions Oslo and Malmö/Copenhagen as well as sta-tions in the corridors regions.Also emphasis will be put on ensuring that all new sta-tions will comply fully with the new SAE J2601 stan-dard. Efforts are also ongoing to enable upgrade ofexisting stations to comply with SAE and enable 70MParefuelling.At present 3 new hydrogen stations under constructionwith planned opening in 2011, which all will enable70MPa refuelling according to SAE.Efforts are ongoing to plan the future roll-out of sta-tions onwards 2015, 2025 and 2050 in line with Hy-Ways and the H2Mobility initiatives. The planning basisis to guide and catalyse massive investments from bothpublic and private partners in the future. The planningcan also pave way for further strong market frameconditions for hydrogen in Scandinavia.

HYDROGEN VEHICLE EFFORTS

EARLY VEHICLE DEMONSTRATIONSFor years SHHP has been active on catalysing earlyhydrogen vehicle demonstrations to support thehydrogen refuelling station establishment.This has been done by both aligning early end-usersas well as attracting available hydrogen cars. At pre-sent 26 cars are in operation of various brands.Early 2011 the H2MOVES Scandinavia project willadd 17 fuel cell vehicles, including vehicles fromDaimler and FIAT. In addition 3 vehicles will be put inoperation in Denmark in 2011, bringing the totalnumber of vehicles to 46.Besides creating a costumer basis for the stations,the vehicles have also helped both to inform thegeneral public about the new technology, as wellmotivating early adopters, both private and public.The vehicles have also enabled authorities to buildup both trust in the technology as well as compe-tency and experience in hydrogen vehicle approvaland homologation. All hydrogen cars in operationhave therefore undergone thorough approval proc-esses enabling the same use as conventional cars.
ALIGNING END-USERS FOR FUTURE DEPLOYMENTIn the coming years SHHP intents is to increase thenumber of vehicles through deployment projects.The purpose of the deployment projects is both tosupport the many stations already in operation aswell as the new ones, and to ensure reaching theoverall goal of 500 cars and 100 buses in operationin SHHP in 2015. Such volume combined with thenetwork of stations can serve as a basis for the mar-ket introduction to comeRecently SHHP started the process of aligning anumber of public vehicle end-users in terms of mu-nicipalities and regions towards a joint procurementor leasing of fuel cell vehicles from 2011 and on-wards. In parallel, public funds are in the process ofbeing secured in order to cover the extra cost of thehydrogen vehicles compared to conventional ones.The funds will also enable the vehicle suppliers toget attractive end-user contributions in the early testand market phases.To ensure sufficient access of hydrogen vehicles,SHHP is in the process of engaging in a dialogue withmajor car manufacturers on perspectives for hydro-gen vehicle availability over the coming years.Alfa Romeo Mito2 unitsin 2011Mercedes B-Class F-Cell10 unitsin 2011

FINANCING & SUPPORT EFFORTS

NATIONAL POLITICAL SUPPORT & PLANSIn recent years hydrogen for transport has receivedincreasing interest and support from Scandinaviannational politicians and ministers.This has also resulted in the formulation of variousnational plans for hydrogen transport R&D anddemonstration efforts. These plans have been fur-ther backed by massive regional and national publicsupport for the many projects in the SHHP.In Norway and Denmark national strategies there-fore exists within hydrogen for transport. SpecificallyCopenhagen & Malmö has a 2015 goal of 75-85% oftheir internal vehicle fleet to be hydrogen or electricpowered. In Norway a strategy for hydrogen infra-structure roll-out onwards 2050 has been formu-lated. Work is being done to ensure similar effortsacross the entire region of Scandinavia, in order tohelp planning the future hydrogen station and vehi-cle roll out, mirroring similar German H2-Moblityefforts.
TAX EXEMPTION SCHEMESDenmark and Norway have one of the highest regis-tration taxes on cars in the world. In Denmark thefirst €3.350 of the base car price is taxed 105% andthe remainder value 180%. A car with a base priceon €20.000 would thus cost €54.000 including regis-tration tax in Denmark. The tax registration level inNorway is similar to that in Denmark.In Denmark and Norway hydrogen cars however areexempted for registration tax, thus creating a verystrong incentive and indirect support for such cars,especially when reaching the deployment phase. InNorway hydrogen vehicles also enjoy free publicparking, and exemption from paying for toll-roads.In Sweden biogas, ethanol and electric cars are ex-empted from registration tax for 5 years and fur-thermore the income tax benefit value is reduced.The hydrogen infrastructure roadmaps beingplanned in Scandinavia are also to help pave way forestablishment of attractive support schemes forhydrogen refuelling infrastructure roll out.Page5of5
