Head of UN Country Team, led the response to the humanitarian crisis in Darfur and the recovery and development efforts in the areas covered by the Comprehensive Peace Agreement North / South.

                                    Took the lead in cooperation with the EU. Led the negotiation between Mozambique and EU on the Lome Three Convention. Was one of 3 Ministers leading the Economic Adjustment Programme in Mozambique in collaboration with the World Bank and IMF.
