Dear Sir/Madam,

 

            Please find attached for your attention the Draft Programme of the Sixth Winter Meeting of the OSCE Parliamentary Assembly. In accordance with the wishes expressed by some Assembly and Bureau members, President Göran Lennmarker will propose a thematic debate on “Energy Security in the OSCE Area” to take place on the morning of 23 February immediately following the meeting of the Second Committee.

 

            After discussions with the members of the Bureau, and bearing in mind the debate which took place at the Ministerial Council in Brussels, President Göran Lennmarker has decided that, as in previous Annual Sessions, an overall theme was needed to focus debate and guide the Rapporteurs of the three General Committees in the preparation of their reports and draft resolutions. Therefore, he concluded that the theme “Implementation of OSCE Commitments” would serve all three General Committees and would allow the Assembly to discuss OSCE activities and challenges.

 

            Also attached is the draft agenda of the Standing Committee.

 

            I hope this information will help Assembly Members prepare for the Winter Meeting, and I look forward to seeing you all in Vienna in February.
