The Conference has issued the following statement:INTRODUCTION: On 26 of Shaaban 1426H corresponding to 30 September2006G, the Danish Jyllands-Posten Daily published 12 slandering caricaturesagainst The Honorable Prophet (PBUH), along with a comment by its Editor-in-Chief, in which he considered the exaltation of Muslims to their Prophet a sortof (nonsense latent in their megalomania) calling to disclose what he called (thegloomy history) of the Prophet of Islam and introduce to the public opinion hisreal picture, which was expressed by the published caricatures.BEGINNINGS AND DEVELOPMENTS OF THE INCIDENT IN EUROPE….
Publishing the caricatures was not accidental but it came as a result of a series ofprovoking and offending conducts, which successively revealed and gave thematter broader dimensions. The position of the Danish Government subsequentto the publication of the caricatures was one of those provoking conducts, thatIslamic mission and Muslim leaders in Denmark exerted efforts to contain thecrisis through expressing condemnations and claim an apology from thenewspaper.1. Muslim diplomats, citizens and residents in Denmark requested ameeting with the Prime Minister but their request was rejected, indicating that the issue is related to the freedom of speech andpress and any objection to that ought to lead to judgment2. A number of Muslims took a legal action against the Danish daily. However, the general prosecution rejected the lawsuit and theProsecutor General stated in response to this: “the provisions andessence of the article which criminalize the disrespect of
sanctuaries in the Danish Law do not apply to charge the daily”This declining position is still standing until now3. The Conference of the Islamic Countries Summit held in Meccadenounced the offense against The Prophet. The SecretaryGeneral of the Organization of the Islamic Conference (OIC) senta number of correspondence to the Danish Government and theEU on this issue. The Danish reply confirmed that the Freedomof Speech is an essential element in the structure of the Danishdemocracy. Subsequent to that a decision to boycott the DCCDproject was taken4. The Secretary General of the League of Arab Countries, Mr. AmrMoussa, maintained that these caricatures represent a campaignagainst Islam and do not fall under the clash of civilizations. Hecalled on Arab parliament members to exert pressure on theUnited Nations to reach an absolute solution to this issue5. Having the feeling that the locally exerted efforts were unfruitful,Islamic public delegations moved from one capital to the other toacquaint with the issue in a very peaceful and civilized manner, ofwhich the Government of Denmark and Europeans could makeuse and avoid the escalations, which resulted in lately. Subsequentto all these endeavours, a number of incidents occurred:A. The Danish Government adhered to its position, rejecting to payany respect to the feelings of Muslims through its refusal ofadmitting the wrongness of the daily’s conduct as well aspermitting this conductB. The Daily resolved not to offer any apology and the caricaturesare still published on its websiteC. One hundred days after the publication of the caricatures, aNorwegian newspaper republished them on Eid Al-Adha (Al-Hajj) and then many other European dailies and mass mediafollowed its footsteps under the pretext of the freedom ofspeech, despite the protests initiated after the publication of thecaricatures.

As the Muslim world could not obtain any response or retreatand in light of these frequent offenses and provocativechallenges by the European media in addition to the greatposition The Prophet occupies in their hearts, intense rages andprotests spontaneously broke out. Most of thesedemonstrations were peacefully conducted and called for aneconomic boycott of the Danish products. The contemporaryhistory has never witnessed such a great unity and solidarity ofMuslims in supporting and defending their great Prophet(PBUH)These blessed public demonstrations were accompanied withgovernmental political positions represented by recalling someambassadors and officially condemning this conductThe European position formed a contradiction, which showedthat no real understanding was reached by them of themagnitude of this insult and consequently no reaction was takenin this regard, apart from the apology that Norway came withlater as a right conduct, which Muslim scholars welcomedRELATIONS BETWEEN THE MUSLIM WORLD AND THE WEST:
Relations between the Muslim world and the West ought to bebased on just and mutual respect as well as protection of rightsrather than conflict, because Muslims are not heralds of conflictnor racism, but they simply defend their sanctuaries as Allahurged them to act according to the Quran (Al-MumtahinahSura)These facts were endorsed by a number of honest Europeanhistorians and intellectualsThe Conference is keen on mentioning that the Islamic Culturehas always operating courts for Christian and Jewish minoritiesinside Muslim countries, which is not recognized nor reachedyet by the WestThe Conference does not take the hint that these caricaturesrepresent the position of all Danish or European people, forthat a number of politicians, journalists and authors stronglycondemned the publication of the cartoons and indicated the3
risk of such conducts on the relations that combine the Westand the Muslim worldWesterns should realize that such behaviors and offenses lead tocultural, intellectual and social conflicts, trigger hatred feelingsand prepare a fertilized environment for violence as well asescort to confusion and laceration of western societiesWe, Muslims, do not accept any pretexts of freedom of speechto be taken as a plea to offend our Prophet or any otherProphets, for that law protects the freedom of speech as long asit does not trespass othersThe Conference consequently has expressed its thanks to theMohammadan (Muslim) Nation for its brave and praiseworthystand. In conclusion, the Conference has issued a number ofrecommendations and declarations
