AGREED RECORD ON THE NEGOTIATIONS OF A FISHERIES PARTNERSHIP AGREEMENT BETWEEN THE EUROPEAN COMMUNITY, ON THE ONE HAND AND THE GOVERNMENT OF DENMARK AND THE HOME RULE GOVERNMENT OF GREENLAND, ON THE OTHER, ILULISSAT 29 MAY TO 2 JUNE 2006
A Greenlandic delegation headed by Mr. Emanuel Rosing and a delegation from the European Community headed by Mr. Harm Koster met in Ilulissat from 29 May to 2 June 2006 to negotiate and initial a Fisheries Partnership Agreement and the Protocol and Annexes thereto to replace the Fisheries Agreement from 1985 between the Parties, as well as an Agreement in the form of exchange of letters concerning the provisional application of the aforementioned Fisheries Partnership Agreement and the Protocol and Annexes thereto. This meeting was a continuation of the two meetings in Brussels and Ilulissat in 2005 and technical negotiations between the parties in Brussels.
The two delegations will recommend to their respective authorities the adoption of the annexed Fisheries Partnership Agreement and the Protocol and the Annexes thereto as well as an Agreement in the form of exchange of letters concerning the provisional application of the aforementioned Fisheries Partnership Agreement and the Protocol and Annexes thereto, as attached to the present Agreed Record.

Value of the Protocol
The Parties agreed that the reference prices set out in the Annex will constitute the basis for the calculations of both the value of the protocol as well as the calculations for the license fees. The Parties furthermore agreed on the price references to be used in this context. These prices are subject to adjustment in the framework of the Joint Committee in case the prices vary more than 5% from the prices set out in the Annex.
The financial compensation to the Home Rule Government of Greenland has been calculated as 17,5% of the value of the quotas. Furthermore the budgetary support is calculated as 20% of this value. In addition specific amounts to be used for the Greenland Institute of Natural Resources and a training programme for civil servants are equivalent to 5% of the this value.
Budget support programme and multiannual sectoral programme for the fisheries policy
Greenland presented a revised report on the implementation of the budget support programme under the current Protocol following the meeting with the Commission on 10 May 2006 in Brussels.
The Greenlandic authorities and the Commission agreed to meet again in Nuuk, Greenland, in September in order to discuss the elaboration and implementation of the multiannual sectoral programme for the fisheries policy under the future Fisheries Partnership Agreement.
The annual amount for the multiannual sectoral programme is approximately 3,2 million Euro. The Parties agreed that 0,5 million Euro of the above mentioned amount will be allocated annually as of 1 January 2007 to increase the budget and capacities of the Greenland Institute of Natural Resources as well as 0,1 million Euro to a training programme for civil servants in the Department of Fisheries, Hunting and Agriculture.
Management plan
The Parties agreed on the necessity of a management plan for the cod in Greenlandic waters in the light of preserving the strong year-class of 2003. The Greenland authorities will adopt and implement a management plan of cod in Greenlandic waters. The Community will provide assistance and support for the elaboration and implementation of such a plan.

The two delegations furthermore expressed their satisfaction regarding the cordial atmosphere in which the negotiations had taken place and the result which had been achieved.
