Helsinki, April 2006

Dear Mr / Madam Chairman,

The OSCE Parliamentary Assembly will elect at the 15th session in July 2006 in Brussels a new President. The OSCE is at present undergoing an important phase of evolution and challenges, and we believe that it is important to ensure experienced leadership for the Assembly for the coming year.

On behalf of the Finnish Parliament and the Finnish Delegation to the Parliamentary Assembly of the OSCE, we have the pleasure to propose the candidature of Dr Kimmo Kiljunen, MP, vice chairman of the Finnish OSCE PA delegation, for election as President of the Parliamentary Assembly of the OSCE.

Dr Kimmo Kiljunen has a long record of active involvement in the work of the Assembly during more than ten years as member of the Assembly and Vice Chairman of the Finnish OSCE PA delegation. He is a former Vice President of the OSCE PA and has been leader and member of various working groups and election monitoring missions. He has shown strong and consistent commitment to the work of the Parliamentary Assembly and to the promotion of the OSCE principles and values (see full CV in annex).

We are therefore convinced that Kimmo Kiljunen's broad professional and parliamentary experience provides him with the best possible qualifications to serve as President for the benefit of the future of our Organisation.

We would value your support for his election as President at the forthcoming election in Brussels.

Yours sincerely,
