Dear Colleagues,
I have had the pleasure of chairing the Sub Committee on the Rules of Procedure,
set up by the President in June 2005. Its remit was to consider proposals
submitted by Members of the Assembly and to conduct a general review of our
Rules of Procedure. The Committee met three times, in Washington, Sveti
Stefan, and finally in Brussels.
All proposals made by Assembly Members were considered in detail. I now have
the pleasure of submitting the following proposed Amendments to the Rules of
Procedure, which have had the unanimous support of Members of the Rules
Sub-Committee. I hope that they will be supported and signed by Members of
the Assembly in accordance with Rule 44(1).
If these proposed Amendments meet the requirements of Rule 44, they will be
placed on the agenda of the Standing Committee at the Winter Meeting. For
these Amendments to be adopted by the Standing Committee, they will need to
meet the requirement (Rule 33) of consensus-minus-one.
Please send any supporting signatures to the International Secretariat by
February 15, 2006 to the attention of Dana Bjerregaard.
