DRAFT AMENDMENTS TO THE
FINANCIAL REGULATIONS

At its meeting in Gdynia, Poland, in March 2006, the Standing Committee considered proposals of the Treasurer, Mr Lothar Ibrügger, that modified the Financial Regulations and approved them.
To comply with the provisions of Article 32 of the Financial Regulations [246 GEN 05 E] and Article 51 of the Assembly Rules of Procedure [245 GEN 05 E], the following draft amendments are submitted to the Standing Committee before being presented to the Plenary Assembly for final adoption.
Leave out paragraph 3 of Article 8 and insert the following new paragraph after paragraph 5 of the same Article:
AÂ Â Â Â Â Â Â Â Â The Treasurer and the Secretary General may jointly authorise transfers of credit from Reserves and Provisions, as specified in Articles 13 to 17, up to the amount in the Provision account provided the expenditure is used for the express purpose approved by the Standing Committee in accordance with Article 17.
At the end of Article 13, replace the words “foreseen expenditure additional†by the words “expenditure additionalâ€.
Leave out Article 16 and insert the following new Article:
Provisions shall be established to facilitate multi-year planning for ad hoc contingencies which are expected to result in expenses above those foreseen in the annual budget. Such Provisions shall be established on the recommendation of the Treasurer. Expenditure made from such Provisions shall be recorded in the Financial Statements.
At the end of Article 22, add the following sentence:
“National contributions to the budget shall follow the key used for the calculation of NATO’s civil budget.â€
Before Article 32, insert the following new chapter entitled:
I.         Revision.
