The GTZ was established in 1974. It is owned by the German Federal Government and its mandate is   to   undertake   specialist   planning   and   implementation   of mostly technical cooperation measures with partner countries. The GTZ is a service organization with the legal status of a pri- vate limited company (GmbH) under German law, the Federal Republic of Germany being the sole shareholder. LEGAL  ADVISORY SERVICE - 2 - trusted by the National People’s Congress with the revision of the Chinese Energy Saving Law of 1997. We now plan to carry out a study mission with members and staff of the Fi- nancial and Economic Committee on energy saving systems in Europe from April 16 to 27, 2006  in  order  to  assist  the  drafting  team  to  complete  their  legislative  task. Altogether  8 members of the drafting team accompanied by one of my colleagues and a translator will participate in the mission to Germany, Belgium and Denmark . During the course of the mission it is planned to visit Denmark in order to study the Danish system with regard to energy saving. Since the Financial and Economic Committee is in charge of energy issues, including energy saving, within the Chinese parliament our Chi- nese partners are very interested in having a meeting with the commissions/committees of the Danish parliament in charge of energy issues. The delegation is particularly interested in in  formation and discussion on the following topics: 1.   Role,   function   and   working   procedure   of   Danish   parliament   or   its   commis- sions/committees  with  regard  to  the  legislation  in  the  energy  sector,  particularly, energy saving; 2.   Influence of Danish parliament or its commissions/committees on the energy poli- cies of the Danish government and respective procedures; 3.   Ongoing and future legislation for the energy sector, particularly with regard to en- ergy saving. The  delegation  will  be  in  Kopenhagen  on  April  25  and  26,  2006.  Therefore,  we  would kindly like to ask you whether it would be possible for your agency to receive the Chinese delegation for the discussion of the above topics on April 25, 2006. Our  preferred  time  for  the  meeting  would  be  sometimes  in  the  afternoon.  However,  if  a meeting at another time on April 25, 2006 or maybe on April 26, 2006 is more convenient for you, we would try to rearrange our schedule accordingly.
