PC Brief Week 27, 2005
This week, meetings of the PC, a joint meeting of the
PC with the FSC, the PrepCom, and several
working groups meetings took place.
The PC took a number of decisions:
1. on Countering the Threat of Radioactive Sources
2. on the theme, format and organizational modalities for
the Fourteenth Economic Forum
3. on the addendum to the OSCE Action Plan to Com
bat Trafficking in Human Beings: ad-
dressing the special needs of child victims of trafficking for
protection and assistance
4. on the election support team to Afghanistan
It also saw the first address by the new Secretary General,
who urged for a quick implementation
of the reform ideas put forward both by the Panel and by
the PA's expert group. This is in line with
the way the Chairmanship and the Secretary General are
referring to both papers on the OSCE
website, where they figure on even footing.
I also had to reply to the first feedback to the PA decision
s in Washington: Under Current Issues,
the Moldovan ambassador Natalia Gherman, in a statemen
t on the PA's Annual Session, com-
plained about the PA's decision on Moldova, both in term
s of substance and of procedure. In my
reply, I made some general remarks about the political natu
re of our resolutions and said that we
reserved the right to come back to the issue at a later stag
e, especially when it will be determined
when and by whom the results from Washington will be pres
ented to the PC. In the Press, the
Moldovan Dep. Speaker of Parliament Rosca called the reso
lution an "insult to Moldova".
In a note verbal, already on Wednesday, I had drawn the atten
tion of the delegations to our web-
site with the Washington results. The interest remains at
a high level.
Another point under Current Issues was the Albanian elec
tions. Albania was very careful in com-
menting on the outcome and on the observations of the elec
tion observation. Russia commended
the Statement on the Preliminary Findings, but criticized
the press release heavily, saying that it
did not reflect the overall picture as it was presented by the
findings. The way it had been drafted
once more showed that the EOMs assumed a role that was
not theirs.
Further points under this agenda item were the treatment of
a human rights' activist in Kazakhstan
and the current situation of schools in the Transdniestrian
part of Moldova. The reports of the Ex-
ternal Auditors and of the Personal Representative on the
Dayton accord were received with rou-
tine statements. General Sampaolo appeared for the last
time, since his task is finished.
Ambassador Heyken presented his last report as head of the
Office in Minsk. Although Belarus
and Russia criticized a number of aspects in his report, they
said that in general they welcomed his
cooperative attitude and the work he had done.
