– Annotated draft agenda
In accordance with Article 2(3) of the Council's Rules of Procedure the General
Affairs and External Relations Council, acting on a Presidency proposal, shall draw
up an annotated draft agenda at least four weeks before the meeting of the Euro-
pean Council.
The Presidency accordingly submits the following annotated draft agenda, which
sets out the main items it expects the European Council to address in Brussels on
16-17 December. Work on many of those questions is in hand or will begin shortly
and the Presidency will draw on the outcome of that work when submitting a
further version of the annotated draft agenda.

I.
ENLARGEMENT
o
The European Council is expected to take decisions on outstanding enlargement
questions, in particular on:
conclusion of negotiations with Bulgaria and Romania
opening of negotiations with Croatia and Turkey
II.
THE FIGHT AGAINST TERRORISM
The European Council is expected, in line with conclusions reached at its meet-
ing in June 2004, to review progress made in the fight against terrorism. In this
context it will discuss the report by the SG/HR on the implementation and revi-
sion of the Action Plan/Roadmap on combating terrorism and take note of other
relevant reports and proposals on related subjects, notably:
integrating an intelligence capacity in the General Secretariat of the Council;

integrating the fight against terrorism into external policy;
strengthening the fight against financing terrorism;
enhancing cooperation on civil protection;
enhancing protection of critical infrastructure.
III. PREPARATION OF THE FINANCIAL FRAMEWORK 2007-2013
The European Council is expected to welcome a report on progress achieved
since June 2004. In line with its June conclusions, the European Council is ex-
pected to decide on principles and guidelines as part of the process leading to
agreement on the new Financial Framework and related issues, including own
resources.
IV.
AREA OF FREEDOM, SECURITY AND JUSTICE: THE EU
DRUGS STRATEGY 2005-2012
The European Council is expected to take note of the adoption by the Council of
a new EU Drugs Strategy for the period 2005-2012 and endorse its approach and
main lines of action. It is likely to invite the Commission to present proposals in
2005 to implement the strategy.
V.
EXTERNAL AFFAIRS
The European Council is expected to discuss the Middle East Peace Process, Iran,
Iraq, Sudan, Afghanistan, Wider Middle East and Mediterranean.

The European Council is also expected to:
agree to extend the period of application of the Common Strategy on Ukraine;
take note of the procedure for preparatory work leading to the establishment of
the External Action Service;
take note of the statements of the Council on the integration of coherence
screening mechanisms and the timely production of national and EU reports
on the Millennium Development Goals;
take note of the Presidency report on ESDP.
VI.
OTHER ISSUES
The European Council is expected to take note of the outcome of a series of de-
bates during the semester on commonly shared values.
The European Council might take note of the state of play relating to the process
of ratification of the Constitutional Treaty.
